Chairman of the Board of the Center for Language Development “WKATU named after Zhangir Khan” №28 was established by the order of §5 on the basis of merging the departments of “Kazakh and Russian languages” and “Foreign languages”.

   History of the Department of Foreign Languages

“Department of Foreign and Russian Languages” has been operating since 1963, when the West Kazakhstan Agricultural Institute was established. The first teachers of the department were N.B. Bryndina, N.I. Zheltyakova, A.M. Voronova, N.V. Mikheeva, N.G. Zabavina, T.V. Likholobova, E.S. Mustafina, R.S. Kudryakova . From 1963 to 1999 the head of the department was a senior lecturer A.M. Voronova. Since 1978, the department of “Foreign Languages” continued to work as a separate structural unit. In different years the head of the department was senior lecturer N.A. Kushkenbaev (2000-2002), KM Gaisina (2003-2005), R.M. Bukesova (2006-2009), N.S. Bisalieva ( 2010-2011), Ph.D. GN Kismetova (20121-2014), R.M. Bukesova (2015-2017), L.N. Mairanova (September 2017 – February 2018).

History of the department of Kazakh and Russian languages

1963-1978 Russian language was a part of the department “Foreign and Russian languages”. In 1978, the department of Russian language was separated from the department of “Foreign and Russian languages” and until 1988 worked as a separate structural unit. During this time, the head of the department was f. Ph.D. N.V. Mikheeva.

In 1989, due to the introduction of the discipline “Kazakh language” in the curriculum of the university, the department was reorganized into the department of “Kazakh and Russian languages.” 1989-1995 Candidate of Pedagogical Sciences, Associate Professor K.H .Sapasheva was head of the department from 1996 to 1997, after Ph.D. Associate Professor Z.B.Umbetalina, 1998-2000 Senior Lecturer M.K. Ryskalieva.

In 2000, due to the merger of two state universities (West Kazakhstan Agrarian University and West Kazakhstan Humanities University), the Department of Kazakh and Russian languages ​​became part of separate departments of West Kazakhstan State University.

In 2002, due to the separation of WKATU from WKSU, the department of “Kazakh and Russian languages” resumed its work as a separate structural unit of the West Kazakhstan Agrarian University. In 2005 the university was renamed the West Kazakhstan Agrarian Technical University named after Zhangir Khan. The head of the department was Ph.D. Z.B. Umbetalina. In subsequent years, the head of the department was Ph.D. Kydyrshayev A.S. (2010-2011), Candidate of Pedagogical Sciences A.S. Mukhanbetkaliev (2011-2015), after senior lecturer G.G. Karzhauova (2015-2018).

In 2014, the Center for the Development of Multilingual Education was established at the university in order to effectively organize the educational process and control its quality under the multilingual education program, and the Department of “Kazakh and Russian languages” and the Department of “Foreign Languages” were included in this center.

From 2014 to 2018, the head of the Center for the Development of Multilingual Education was Candidate of Philological Sciences Umbetalina Z.B.

In February 2018, this structural unit was reorganized as the Center for Language Development, which unites all language disciplines of the university. Since August of this year, the director of the center is Ph.D. A.S. Mukhanbetkaliev. From November 15, 2018, the acting director of the Center for Language Development was Senior Lecturer G.G. Karzhauova. From January 2020 to the position of Director of LDC is senior lecturer, Ph.D. A.T. Iskalieva.

  From September 2024-2025 academic year, the Center of Language Development became part of the Institute of Economics, Information Technologies and Professional Education.
