BR218004/0223 “Improving measures to ensure biological security in Kazakhstan: countering dangerous and especially dangerous infections”.

Basic Information

Name of the project / program topic: BR218004/0223 “Improving measures to ensure biological security in Kazakhstan: countering dangerous and especially dangerous infections”.

The name of the priority area of science development for which the application is submitted “National Security and Defense”.

The name of the specialized scientific research area: “Monitoring the epidemiological and epizootic situation, external and priority internal sources of threats to biological security.”

Scientific director of the project/program: Kerimbaev Aslan Amangeldievich

The implementation period, its duration in months. 02.2023 – 12.2025 year, duration 35 month.

The total amount of funding, and by year: 28. 000 000 tenge,

2024 year – 14 000 000 tenge;

2025 year – 14 000 000 tenge.

Objects of research, development or design: The object of the study is infectious diseases as a biological threat

• particularly dangerous infections (plague, cholera, anthrax, brucellosis, etc.)

• zoonotic diseases – zoonoses (diseases transmitted from animals to humans)

• pathogens with bioterrorism potential

The purpose of the project / program: The main purpose of the work under the scientific and technical program “Improving biosafety measures in Kazakhstan: countering dangerous and especially dangerous infections” is to carry out work on the assignment “Monitoring the epidemiological and epizootic situation, external and priority internal sources of threats to biosafety.” To identify areas for improving the biological safety system of the Republic of Kazakhstan in order to increase the effectiveness of measures to prevent, identify and respond to threats associated with dangerous and especially dangerous infections.

Project / Program Tasks

1. Monitoring of the epizootic situation. Data collection on the existing epizootic situation for 9 nosological units (foot-and-mouth disease, equine influenza, highly pathogenic avian influenza, Newcastle disease, bluetongue, cowpox, equine rhinopneumonia, sheep pox, equine epizootic lymphangitis) in Atyrau, West Kazakhstan, Mangystau and Aktobe regions.

2. Collection of data and pathological material from wild and farm animals in case of suspected (clinical signs) or in case of foot-and-mouth disease, equine influenza, highly pathogenic avian influenza, Newcastle disease, bluetongue, cowpox, equine rhinopneumonia, sheep pox, epizootic equine lymphangitis.

3. Collection of blood serums and flushes from cattle, MRS, horses, domestic and wild birds in Atyrau, West Kazakhstan, Mangystau and Aktobe regions. The collection should be carried out in the areas listed below and in at least three rural districts.

Achieved Results and Novelty

The project offers a systemic and interdisciplinary analysis of biological safety in Kazakhstan, taking into account epidemiological, legal, organizational and international aspects, which has not been carried out on such a scale before.

Expected Results

Expected results: As a result of the work carried out under the scientific and technical program “Improving biosafety measures in Kazakhstan: countering dangerous and especially dangerous infections”, the Contractor must provide an Act of completed work and an Annotation report for each completed stage, according to the Calendar Plan. Also, starting from clause 3.10 of this Agreement, the Contractor provides the Customer with an Annual Report for 2025 on the assignment “Monitoring the epidemiological and epizootic situation, external and priority internal sources of threats to biological safety.”
