Produce for awarding an educational grant at the expense of the republican budget to pay for postgraduate education with the award of a «Master’s» degree

1. Educational grants to be paid at the expense of the republican budget for postgraduate education with the award of a «Master’s» degree (awarded on a competitive basis in accordance with the scores of a comprehensive testing certificate with the issuance of a certificate of awarding a postgraduate education grant for one group of educational programs declared by applicants.

2. In the competition for the award of an educational grant for postgraduate education, the points of CT results, the points of CT results for a group of educational programs requiring creative training, the results of a creative exam in the profile of a group of educational programs are taken into account.

According to the results of CT for participation in the competition for the award of an educational grant of postgraduate education:

1) to the scientific and pedagogical and specialized master’s degree with Kazakh or Russian language of instruction, including in groups of educational programs requiring creative training – at least 75 points;

2) master’s degree in English – at least 50 points.

With the same indicators of CT results, the preferential right is granted to a person with a high score based on the results of testing for a specialized group of educational programs, after which the result of the test to determine readiness for learning is taken into account, then the result of testing in a foreign language, after which the GPA (Grade Point Average – Great Point Everage) is attached to the diploma (previous level of education).

Groups of educational programs in the field of education «pedagogical sciences», «Natural Sciences, mathematics and statistics”, “Information and communication technologies», «Engineering, manufacturing and construction industries», as well as persons entering the master’s degree in the areas of training «Humanities», «Social Sciences», «Business and management” with kazakh, russian or english teaching languages standardized by GRE (Graduate Record Examinations) is exempt from CT for admission to a master’s degree program with kazakh, russian or english language of instruction in the presence of an international testing certificate.

3. To participate in the competition for the award of an educational grant for postgraduate education, applicants apply to the admissions committee of the OHPE or through the information system by August 20:

1) an application on a standard form;

2) a document on higher education (original when submitting documents to the admissions committee of the OHPE);

3) CT certificate (when submitting documents to the admissions committee of the OHPE);

4) medical certificate in form 075-U, approved by Order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 “On approval of forms of primary medical documentation of healthcare organizations” (registered in the Register of State Registration of Regulatory Legal Acts No. 6697);

5) a copy of the identity document.

The applicant for the master’s degree in the application indicates the group of the educational program and three OHPES.

4. Based on the decision of the Republican Commission, an order of the authorized body in the field of education is issued and a certificate of awarding a postgraduate education grant is issued to applicants.

The list of postgraduate education grant holders is published in the media.

The certificate of award of the postgraduate education grant is issued by the admission commissions with the documents submitted by citizens for participation in the competition before August 27.

The procedure for granting educational grants to pay for higher or postgraduate education with the award of a Bachelor’s or Master’s degree at the expense of the local budget

5. The competition for awarding educational grants at the expense of the local budget to pay for higher or postgraduate education with the award of a Bachelor’s or Master’s degree (hereinafter referred to as MIO educational grants) is conducted by the MIO competition commission, created by the decision of the akim of the relevant region and (or) the city of republican significance, the capital.

6. MIO educational grants are awarded according to groups of educational programs, taking into account the needs of the region for personnel with higher and postgraduate education in accordance with the scores of  ENT and CT certificates with the issuance of a certificate of awarding educational grants in accordance with the order of groups of educational programs declared by applicants.

7. To participate in the competition for the award of educational grants to the MIO, the applicant submits to the admissions committee of the OVPO documents for payment of higher education from August 5 to August 10 for payment of postgraduate education in accordance with paragraphs 7-10 from August 24 to 25 in accordance with paragraph 22.

8. Based on the decision of the MIO commission, an order is issued by the akim or deputy akim of the relevant region or city of republican significance, the capital, and applicants are issued a certificate of awarding educational grants to the MIO.

The list of holders of MIO educational grants is published in the local media.

9. On the basis of the certificate of awarding educational grants to the MIO, the head of the OVPO issues an order for enrollment in training under the educational grant of the MIO.

In case of refusal of the grant holder from the MIO educational grant, the certificate of awarding the MIO educational grant is canceled, the educational grant is awarded on a competitive basis in accordance with the procedure established by these rules.
