GRANTS FROM LOCAL EXECUTIVE BODIES

Competition for awarding of educational grants for payment of higher or postgraduate education with awarding of the degree «bachelor» or «master» at the expense of the local budget is conducted by the competition commission of the local executive bodies created by the order of the head of the respective region and (or) the city of republican importance, the capital.

Educational grants are awarded on a competitive basis, taking into account the region’s need for cadres with higher and postgraduate education in groups of educational programs in accordance with the points of UNT certificates or CT certificates according to the order of educational group programmes, applications submitted by applicants for a certificate of awarding an educational grant.

To participate in the competition for the awarding of an educational grant, the incoming student submits to the admission committee of the university documents for the payment of higher education from 5 to 10 August.

On the basis of the decision of the local executive bodies commission, the head or Deputy head of the corresponding region or city of the republican significance, the capital, is issued with the order, and incoming certificates of awarding an educational grant local executive bodies are issued.

A tripartite agreement «local executive bodies-student-organizations of higher and (or) postgraduate education» is concluded with the holder of the educational grant of local executive bodies.

In case of refusal of the holder of the educational grant of local executive bodies, the certificate of awarding the educational grant of local executive bodies shall be cancelled, the educational grant shall be awarded on a competitive basis in the manner established by these Rules. The certificates of awarding the educational grant of the local executive bodies together with the documents submitted by the citizens for participation in the competition are issued by the local executive bodies no later than 25 August.

The awarding of vacant local executive bodies educational grants, released in the process of obtaining higher and (or) postgraduate education, is carried out by the local executive bodies commission during the summer and winter holidays on the available vacant seats on a competitive basis.
