Rules for awarding an educational grant

Educational grants to pay for higher education with the award of a bachelor’s degree at the expense of the republican budget are awarded on a competitive basis for specific groups of educational programs in accordance with the points of the certificates of the Unified National Testing according to the sequence of groups of educational programs declared by applicants, with the issuance of a certificate of awarding an educational grant.

In the competition for the award of an educational grant of higher education, points are taken into account in the history of Kazakhstan, mathematical literacy, reading literacy (language of instruction), two specialized subjects.

In the competition for the award of an educational grant for higher education for applicants to groups of educational programs of higher education that require creative preparation, points in the history of Kazakhstan, reading literacy (language of instruction) and the results of two creative exams are taken into account.

In the competition for the award of an educational grant of higher education for applicants to groups of educational programs in related groups of educational programs of higher education that provide for a shorter study period, points are taken into account in general professional discipline and special discipline, with the exception of those entering groups of educational programs that require creative training.

In the competition for the award of an educational grant of higher education for applicants to groups of educational programs in related groups of educational programs of higher education, which provide for a shorter study period and require creative training, points in a special discipline and the result of a creative exam are taken into account.

The list of groups of educational programs in related areas of training, providing for reduced training periods, is approved by the authorized body in the field of education.

To participate in the competition for the award of an educational grant of higher education, an applicant submits to the admissions committee of the organization of higher and postgraduate education or through the information system:

1) application on a standard form;

2) document on education (original when submitting documents to the selection committee);

3) UNT certificate (when submitting documents to the selection committee);

4) medical certificate in the form 086-U, approved by order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 “On approval of forms of primary medical documentation of healthcare organizations” (registered in the register of state registration of regulatory legal acts under No. 6697);

5) copy of the identity document.

Persons who have documents on the education of educational organizations implementing educational programs of technical and vocational, after secondary education, who have confirmed their qualifications and have work experience in the relevant specialty for at least one year, additionally submit one of the following documents:

1) work book;

2) service record (list of information about the work, labor activity of the employee), signed by the employer, certified by the seal of the organization (if any);

3) archival certificate containing information about the employee’s labor activity;

4) extract from the unified accumulative pension fund on the transferred compulsory pension contributions and information from the State Social Insurance Fund on the social contributions made;

5) employment contract with a note by the employer on the date and grounds for its termination;

6) extracts from the employer’s acts confirming the origin and termination of labor relations on the basis of the conclusion and termination of an employment contract;

7) extracts from the payroll of employees.

In the application, an applicant applying for participation in the competition for the award of an educational grant of higher education indicates the group of educational programs of higher education and higher education he has chosen.

If the profile subjects coincide, he can indicate up to four groups of educational programs.

Applications for participation in the competition for the award of educational grants at the expense of the republican budget are accepted from 13 to 20 July.

Documents in a foreign language are submitted with a notarized translation in Kazakh or Russian.

 Education documents issued by foreign educational organizations are recognized or nostrified in the manner prescribed by law.

Citizens with disabilities of the first and second groups, children with disabilities, as well as people with disabilities from childhood submit to the admission committee of the OVPO a medical opinion on the absence of contraindications for training in the chosen specialty.

Applicants, who, in the event of equal points, have a preferential right to award an educational grant of higher education, submit a document confirming this right to the selection committee of the OVPO.

To participate in the competition for the award of an educational grant of higher education at the expense of the republican budget or the local budget, persons with secondary, technical and vocational or post-secondary education are allowed, with the exception of those applying for related areas of training of higher education personnel, providing for reduced training periods, who have passed the UNT and who typed according to its results:

for admission to national educational institutions – not less than 65 points, in the field of education “Pedagogical sciences” – not less than 70 points, in the areas “Agriculture and biological resources”, “Veterinary medicine” – not less than 60 points;

for admission to other secondary educational institutions – at least 50 points, in the field of “Pedagogical Sciences” – not less than 70 points, in the field of “Health care and social security (medicine)” – not less than 65 points.

At the same time, for each subject of the UNT and (or) creative exam, it is necessary to score at least 5 points.

To participate in the competition for the award of an educational grant of higher education at the expense of the republican or local budget for training in related areas of training of higher education personnel, providing for a shorter training period, persons with technical and professional, post-secondary education, who have passed the UNT and who scored based on its results are allowed at least 25 points, including at least 5 points in each UNT discipline and (or) creative exam.

Applicants for educational programs requiring creative preparation participate in the competition for the award of an educational grant for higher education for one group of educational programs and indicate in the application of the OVPO where they passed the creative exam.

Applicants to educational programs in the field of education “Pedagogical Sciences”, “Health care and social security (medicine)” and who have received a special exam “admission” have the right to participate in the competition for the award of an educational grant with the right to choose OPVO and four groups of educational programs of higher education, regardless of places for passing a special exam.

When holding a competition for obtaining educational grants, as well as enrolling in the composition of students under the state educational order for training personnel with higher education, in the event of equality of points, the priority right in the subsequent sequence is given to:

1) persons awarded with the sign “Altyn belgi”;

2) persons awarded with the insignia for their shown patriotism and active civic position;

3) persons who have documents on the formation of educational organizations that implement educational programs of technical and vocational, post-secondary education, who have confirmed their qualifications and have work experience in their specialty for at least one year;

4) winners of international Olympiads and competitions of scientific projects (scientific competitions) in general education subjects (awarded with diplomas of the first, second and third degrees), international and republican competitions of performers and sports competitions (awarded with diplomas of the first, second and third degrees) of the last three years, a list which are determined by the authorized body in the field of education, as well as the winners of presidential, republican Olympiads and competitions of scientific projects in general education subjects (awarded with diplomas of the first, second and third degrees) of the current academic year, provided that their chosen specialty corresponds to the subject of the Olympiad, competition or sports competition;

5) orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until the age of majority, invalids of the first and second groups, persons equated in benefits and guarantees to participants and invalids of the Great Patriotic War wars, disabled since childhood, disabled children who, according to a medical certificate, are not contraindicated to study in the relevant educational institutions, and persons who have educational documents (certificates, certificates, diplomas) with honors.

At the same time, in the case of the same scores, educational grants for higher education are awarded to persons with high average scores in a certificate, certificate or diploma.

In the case of the same indicators of points, as well as the same average scores of a certificate, certificate or diploma, the points scored in the profile subject are taken into account.

In the absence of a pre-emptive right to award an educational grant of higher education, in the case of the same indicators, points are awarded to persons with high average scores in a certificate, certificate or diploma.

In the case of the same indicators of points and in the absence of a pre-emptive right, as well as the same average scores of a certificate, certificate or diploma, the points scored in specialized subjects are taken into account.

Competition for persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, invalids of the first and second groups, invalids from childhood, disabled children, orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remain without parental care until the age of majority, persons equated in benefits and guarantees to the participants and invalids of the Great Patriotic War, is carried out according to the approved quotas of the total amount of the approved state educational order among the specified categories.

The specified admission quotas for persons participating in the competition for an educational grant apply to all declared groups of educational programs.

If there are also groups of educational programs with a creative exam in the areas of training for which a quota has been allocated, then when awarding educational grants, the participant’s test result in the UNT is compared as a percentage of the maximum possible score, rounded to one decimal place.

In the case of the same scores, educational grants are awarded to persons with high average scores in a certificate, certificate or diploma.

In the case of the same average scores of the certificate, certificate or diploma, the points scored in the profile subject or creative exam are taken into account.

The competition for groups of educational programs for which a quota is established for citizens from among rural youth is carried out as follows: 70 percent of the total number of grants for these groups of educational programs are awarded as a general competition, and for the remaining 30 percent of grants, a competition is held only for citizens from among rural youth.

The list of groups of educational programs that determine the socio-economic development of the village, for which a quota for admission to the OVPO of the Republic of Kazakhstan is provided, is approved by the authorized body in the field of education.

On the basis of the decision of the republican commission, an order of the authorized body in the field of education is issued and applicants are issued certificates of awarding an educational grant of higher education.

The lists of the holders of the educational grant of higher education are published in the mass media.

The certificates of awarding the educational grant of higher education, together with the documents submitted by the applicants, are issued by the selection committees no later than August 20.

In case of refusal of the holder of the educational grant of higher education before enrollment, the certificate of the award of the educational grant of higher education and the application of the applicant are transferred to the authorized body in the field of education by August 29 and canceled within three calendar days.
