Typical rules for admission to training in educational organizations that implement educational programs of higher education

Chapter 1. General Provisions

2. Admission of persons entering educational institutions of the Republic of Kazakhstan, implementing educational programs of higher and (or) postgraduate education (after referred to as EHPE) is carried out by placing a state educational order and educational grant of higher education at the expense of the republican budget or local budget, as well as payment training at the expense of the student’s own funds and other sources.

Chapter 2. The procedure for admission to educational organizations implementing educational programs of higher education

3. Persons with general secondary, technical and vocational, post-secondary, higher education are admitted to EHPE.

4. To participate in the competition for the award of an educational grant of higher education at the expense of the republican budget or local budget and (or) enrollment in paid education, persons with secondary, technical and vocational or post-secondary education are allowed, with the exception of applicants in related areas of training of higher personnel. education, providing for a shortened training period, who have passed the UNT and scored on its results:

– in national EHPE – not less than 65 points, and in the field of education “Pedagogical sciences” – not less than 70 points, in the fields of education “Agriculture and biological resources”, “Veterinary medicine” – not less than 60 points;

– in other general educational institutions – not less than 50 points, and in the field of “Pedagogical sciences” – not less than 70 points, in the field of education “Health care and social security (medicine)” – not less than 65 points.

At the same time, in the subjects of the NTC, mathematical literacy and reading literacy are at least 3 points, and in other subjects of the NTC and (or) the creative exam, it is necessary to score at least 5 points.

To participate in the competition for the award of an educational grant of higher education at the expense of the republican budget or the local budget for training in related areas of training for higher education personnel, providing for reduced training periods, persons who have technical and vocational, post-secondary education, have passed the UNT and who have scored based on its results at least 25 points, including at least 5 points in each UNT discipline and (or) creative exam.

4-1. Persons who have certificates of international standardized tests SAT, ACT, IB participate in the competition for the award of an educational grant and (or) are enrolled in universities for a paid department, in accordance with the scale of transfer of points, according to the appendix 2-1 to these Model Rules. The transfer of SAT points to the UNT is carried out subject to the availability of SAT reasoning and SAT subject certificates. In this case, the results of the SAT subject are converted into UNT points, provided that the core subjects coincide.

5. EHPE, in accordance with subparagraph 6) of paragraph 2 of Article 43-1 of the Law, determine the procedure for admission, the form, the program for the additional exam and (or) the passing score for applicants, taking into account the specifics of the direction of training, with the exception of applicants specified in paragraphs 8 and 9 article 26 of the Law.

Acceptance of an application for participation in an additional exam, as well as its conduct by the EHPE, is carried out from 01 to 20 August.

Applicants submit an application for participation in an additional examination in the declared EHPE in accordance with the established points of paragraph 4 of these Model Rules.

An applicant is enrolled in the EHPE, subject to his passing an additional exam and (or) the passing threshold score set by the EHPE.

6. Citizens of the Republic of Kazakhstan who have technical and vocational, post-secondary or higher education are admitted to study in educational programs of higher education, providing for a shorter study period.

The admission to EHPE of persons with technical and vocational or post-secondary education with the qualification “mid-level specialist” or “applied bachelor” in related areas of training of higher education personnel, providing for reduced training periods, those entering paid education are carried out by the admission commissions of the EHPE.

The admission to the EHPE of persons with higher education, according to the group of educational programs that provide for reduced terms of study on a paid basis, is carried out by the admission commissions of the EHPE.

7. The admission of foreign citizens according to the allocated quota on the basis of an educational grant to international EHPE, created on the basis of interstate agreements, is carried out by EHPE independently.

The admission of foreign citizens to study at the EHPE on a paid basis is carried out according to the results of an interview conducted by the admission commissions of the OVPO during the calendar year. In this case, the enrollment of foreign citizens is carried out in accordance with the academic calendar 5 (five) days before the start of the next academic period.

At the same time, the admission of foreign citizens on the basis of an educational grant and on a paid basis is carried out by the EHPE, accredited in accordance with Article 9-1 of the Law.

8. Upon admission to study at the EHPE, an admission quota is provided in the amount approved by the Resolution of the Government of the Republic of Kazakhstan dated February 28, 2012 No. 264 “On approval of the admission quota for admission to study in educational organizations that implement educational programs of technical and professional, post-secondary and higher education “.

9. Admission of persons entering the EHPE is carried out on their applications on a competitive basis in accordance with the points of the certificate of the established sample, in the form approved by the order of the Acting Minister of Education and Science of the Republic of Kazakhstan dated October 23, 2007 No. 502 “On approval of the form of strict reporting documents used by educational organizations in educational activities “(registered in the Register of State Registration of Normative Legal Acts under No. 4991) and (or) an electronic certificate with unique applicant data, officially confirming the results of the Unified National Testing (UNT) published on the website of the National Testing Center (after – UNT certificate).

10. Admission to study on an educational grant for certain groups of educational programs of higher education, requiring work with state secrets, is carried out in EHPE, which have permission from the national security authorities in accordance with the legislation of the Republic of Kazakhstan on state secrets.

11. Acceptance of documents from applicants to the EHPE, carrying out training of pilots, for participation in the competition for the award of an educational grant of higher education at the expense of the republican budget or the local budget, is carried out by the selection committee of this EHPE, with the obligatory submission of a medical examination in medical-flight expert commissions, issuance of a medical opinion on the suitability for training in the EHPE for training pilots, in accordance with the order of the Minister of Defense of the Republic of Kazakhstan dated July 2, 2015 No. 373 “On approval of the Rules for conducting military medical expertise and the Regulation on the bodies of military medical expertise in the Armed Forces of the Republic Kazakhstan “(registered in the Register of State Registration the norm of normative legal acts under No. 11846).

12. In each EHPE by the decision of the head or the person performing his duties, an admission committee is created. The selection committee includes the head of the EHPE, the vice-rector, heads of structural divisions and representatives of the faculty of the EHPE. The quantitative composition of the selection committee consists of an odd number of members. The chairman of the selection committee is the head of the EHPE. An executive secretary of the selection committee is appointed by the order of the head of the EHPE or by the person acting as his / her person.

Paragraph 1. The procedure for admission and conduct of special and (or) creative exams

13. Admission to training in groups of educational programs of higher education requiring special and (or) creative training, including in the fields of education “Pedagogical Sciences” and “Health and social security (medicine)”, is carried out taking into account the results of special and (or) ) creative exams.

14. For the organization and conduct of special and (or) creative exams, by the decision of the head of the EHPE or by the person performing his duties, an examination commission is created for the period of the exam.

The commission includes representatives of the EHPE from among the teaching staff, public organizations, and the media. The composition of the commission for creative exams in the areas of training “Art” and “Training of teachers with a subject specialization of general development” also includes persons with appropriate education in the profile and recommended by the local authorized body in the field of culture and sports.

The commission consists of an odd number, and the chairman of the commission is elected by a majority of votes from among the members of the commission. The decision of the commission is considered competent if at least two thirds of it’s composition are present at the meeting. The decision of the commission is made by a majority vote of the number of those present at the exam. In case of equality of votes, the vote of the chairman of the commission is decisive.

15. Conducting special and (or) creative exams is carried out by groups of educational programs, in accordance with the List of groups of educational programs for which special and (or) creative exams are held in accordance with Appendix 1 to these Model Rules.

Persons applying for educational programs of higher education requiring special and (or) creative training, including in the field of education “Pedagogical Sciences”, for passing special and (or) creative exams, submit the following documents to the selection committee of the OVPO:

1) document on general secondary or technical and vocational, post-secondary education (original);

2) 2 photographs measuring 3 x 4 centimeters;

3) copy of the identity document;

4) UNT certificate (if any);

5) a copy of a document confirming the presence of one of the sports categories and (or) sports titles established by paragraph 1 of Article 35 of the Law of the Republic of Kazakhstan dated July 3, 2014 “On Physical Culture and Sports” (if any).

16. Reception of applications from applicants for passing the creative exam is carried out at the EHPE from June 20 to July 7 of the calendar year.

The creative exam is held from 8 to 13 July of the calendar year.

17. Persons entering the group of educational programs of higher education requiring creative training, having documents on general secondary, technical and vocational or post-secondary education, pass two creative exams.

Persons entering a group of educational programs of higher education requiring creative training in related areas of training for higher education personnel, providing for a shorter study period, take one creative exam.

The form for conducting special and (or) creative examinations is established in accordance with Appendix 2 to these Model Rules.

18. Acceptance of incoming documents and holding a special exam for admission in the field of education “Pedagogical Sciences” in EHPE, in the field of education “Health and social security (medicine)” is carried out at the location of the educational organization in the field of health care or medical faculties (departments) EHPE with June 20 to August 24 of the calendar year.

19. Persons entering the group of educational programs of higher education that require creative training, pass creative exams, in their chosen EHPE.

For persons with secondary or technical and vocational, post-secondary education entering a group of educational programs of higher education that require creative training, points in the history of Kazakhstan, reading literacy (language of instruction) are taken into account.

For persons entering a group of educational programs of higher education, requiring creative training in related areas of training for higher education personnel, providing for a shorter study period, points in a special discipline are taken into account.

20. Persons entering the EHPE in the fields of education “Pedagogical Sciences” and “Health and Social Security (Medicine)”, pass one special examination, conducted by the selection committees of the EHPE.

For persons entering the OVPO in the fields of education “Pedagogical Sciences” and “Health and Social Security (Medicine)”, points are taken into account in the history of Kazakhstan, mathematical literacy, reading literacy (language of instruction), two specialized subjects.

For persons entering EHPE in the fields of education “Pedagogical sciences” and “Health and social security (medicine)” in related areas of training of higher education personnel, providing for a shorter period of study, points are taken into account in general professional and special disciplines.

21. Programs for conducting special and (or) creative exams are developed by EHPE and approved by the chairman of the selection committee of EHPE.

22. The schedule of special and (or) creative exams (the form of the exam, the date, time and place of holding, consultations) is approved by the chairman of the selection committee and brought to the attention of applicants before the start of acceptance of documents.

23. Admission to the auditorium (room) of conducting special and (or) creative examinations is carried out upon presentation of an identity document.

In this case, special and (or) creative exams are held in classrooms (rooms) equipped with video and (or) audio recording.

24. Before the start of special and (or) creative exams, applicants are given examination material and the procedure for preparing title pages is explained, as well as the start and end times of special and (or) creative exams, the time and place of announcement of the results, and the procedure for submitting an application are indicated on appeal.

25. Creative exams for applicants with documents on general secondary or technical and vocational, post-secondary education, are evaluated on a 40-point system.

The creative exam for applicants in related areas of training of higher education personnel, providing for a shorter study period, is assessed on a 20-point system.

A special exam for applicants in the fields of education “Pedagogical Sciences” and “Health and Social Security (Medicine)” is assessed in the form – “admission” or “non-admission”.

26. The results of the creative exam are drawn up with a list of marks, the results of a special exam – with a list of admission, a protocol of the commission in any form and are transmitted to the executive secretary of the selection committee (his deputy) for announcing the results. The protocol of the commission is signed by the chairman and all members of the commission present.

27. The results of special and (or) creative exams are announced on the day of the exam.

28. Based on the results of special examinations in the fields of education “Pedagogical Sciences” and “Health and Social Security (Medicine)”, the applicant is issued an extract from the admission sheet for presentation to the EHPE regardless of the place of passing the creative exam.

 29. For the period of the examinations, in order to comply with the requirements for the special and (or) creative exam, to resolve controversial issues, to protect the rights of persons passing the relevant exams, by order of the head of each EHPE or the person performing his duties, an appeal commission is created, the composition of which consists of from an odd number of members, including its chairman.

30. An application for an appeal is submitted to the chairman of the appeal commission personally by a person who has passed a special or creative exam, is accepted until 13.00 o’clock the next day after the announcement of the results of the special or creative exam and is considered by the appeal commission within one day.

31. The decision of the appeal commission is considered valid if at least two thirds of its composition are present at the meeting. The decision on the appeal on disagreement with the results of a special or creative exam is made by a majority vote of the number of members of the commission present. If the votes of the members of the appeal commission are equal, the chairman’s vote is decisive. The work of the appeal commission is documented by a protocol signed by the chairman and all members of the commission present.

32. EHPE, regardless of the form of ownership, on the day of completion of the special and (or) creative exam, transfer to the information system of the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan the results of the special and (or) creative exam of applicants for participation in the competition for the award of an educational grant of higher education at the expense of the republican budget and (or) enrollment in OVPO for paid education.

Chapter 3. The procedure for enrollment in EHPE

33. For enrollment in the EHPE, service recipients provide the service provider (through the EHPE admission committee) or through the e-government web portal www.egov.kz (hereinafter referred to as the portal) a package of documents provided for in clause 8 of the State Service Standard “Acceptance of documents and enrollment in higher educational institutions for training in educational programs of higher education “(hereinafter – the Standard of public services), in accordance with Appendix 3 to these Model Rules.

The list of basic requirements for the provision of public services, including the characteristics of the process, the form, content and result of the provision of services, as well as other information, taking into account the specifics of the provision of public services, is given in the Standard of Public Services.

The service provider’s employee accepts the package of documents, their registration and issuance of a receipt to the service recipient for the receipt of the package of documents on the day of receipt of the application, or, if the service recipient provides an incomplete package of documents, refuses to accept the documents.

In case of contacting the service recipient through the portal, the status of acceptance of the request for a public service is sent to the “personal account”, as well as a notification indicating the date and time of receipt of the result of the public service.

The service provider, from the moment of their receipt, checks the completeness of the submitted documents, in case of incompleteness, prepares a reasoned refusal to further consider the application, which is sent in the form of an electronic document to the applicant in the “personal account” on the portal.

If the service recipient provides a full package of documents, the service provider is notified of the acceptance of documents for enrollment in the EHPE. After receiving the notification, the service recipient submits the original documents to the service provider within the period from 10 to 25 August of the calendar year.

After receiving the documents, the head of the EHPE issues an order on the enrollment of the service recipient among the students of the EHPE.

The Service Provider refuses to provide a public service on the grounds provided for in clause 9 of the Public Service Standard.

33-1. The Service Provider ensures that information about the stage of rendering a public service is entered into the information system for monitoring the provision of public services in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 “On Public Services”.

33-2. Complaint against the decision, actions (inaction) of the service provider on the provision of public services can be filed in the name of the head of the service provider, to the authorized body for assessing and monitoring the quality of the provision of public services, in accordance with the legislation of the Republic of Kazakhstan.

The service recipient’s complaint received by the service provider, in accordance with paragraph 2 of Article 25 of the Law, is subject to consideration within 5 (five) business days from the date of its registration.

The service recipient’s complaint received by the authorized body for the assessment and control over the quality of the provision of public services is subject to consideration within 15 (fifteen) business days from the date of its registration.

In cases of disagreement with the results of the provision of public services, the service recipient applies to the court in the manner prescribed by the legislation of the Republic of Kazakhstan.

33-3. The enrollment of those entering the number of students at the EHPE is carried out by the admission commissions of the EHPE from August 10 to 25 of the calendar year for training in Kazakh, Russian or English, by order of the head of the EHPE or by a person acting as his / her.

34. Persons with secondary, technical and vocational or post-secondary education, with the exception of those entering related areas of training of higher education personnel, providing for a shorter study period, who have not reached the threshold score established in paragraph 4 of these Model Rules (based on the results of the UNT), with the results UNT with inappropriate combinations of core subjects, with canceled UNT results are enrolled in EHPE in full-time education on a paid basis.

At the end of the academic period of study at EHPE, these persons repeatedly pass the UNT within a year, in accordance with the Rules for conducting unified national testing, approved by order of the Minister of Education and Science of the Republic of Kazakhstan dated May 2, 2017 No. 204 (registered in the Register of State Registration of Normative legal acts under No. 15173) (hereinafter – Order No. 204).

35. Persons who have received an electronic certificate of awarding an educational grant of higher education at the expense of the republican budget or the local budget, submit an application for admission to the EHPE specified in the certificate and are enrolled in the number of students by order of the head of the EHPE or the person acting as his / her person.

Holders of an educational grant for groups of creative educational programs of higher education are enrolled in the EHPE, regardless of the place of passing the creative exam.

Citizens of the Republic of Kazakhstan, applying on the basis of a state grant, conclude an agreement on working at least 3 (three) years in the manner determined by the Government of the Republic of Kazakhstan

36. Persons with secondary or technical and vocational, post-secondary education of the current year, who have passed the UNT within the prescribed time limits in accordance with Order No. 204 and who have scored the threshold score established in paragraph 4 of these Model Rules, submit an application addressed to the head of the EHPE or the person performing his obligations to enroll in EHPE on a paid basis before receiving a document on general secondary or technical and vocational, post-secondary education.

At the same time, students of the final 11 (12) grades of secondary education organizations in the period from February 1 to August 25 of the calendar year submit an application addressed to the head of the EHPE or the person performing his duties for enrolling in EHPE on a paid basis before receiving a document on general secondary education.

After receiving a document on general secondary or technical and vocational, post-secondary education, applicants submit documents according to the list specified in paragraph 33 of these Model Rules.

37. Persons who have scored the threshold score established in paragraph 4 of these Model Rules, based on the results of the UNT provided for in paragraph 5 of these Model Rules, submit an application addressed to the head of the EHPE or the person performing his duties for enrollment in the EHPE on a paid basis.

The application is accompanied by a UNT certificate, a copy of the transcript signed by an authorized person and sealed.

If an incomplete list of documents specified in clauses 15, 33, 36, 37 of these Model Rules is provided, the selection committee does not accept documents from applicants.

38. Enrollment in EHPE is carried out separately for educational programs of higher education and language departments.

Enrollment in educational programs of higher education, for which creative exams are established, is carried out taking into account the scores on these exams, with the exception of those applying for related areas of training of higher education personnel, which provide for reduced periods of study.

Enrollment in the fields of education “Pedagogical Sciences” and “Health and Social Security (Medicine)” is carried out taking into account the results of a special exam.

39. In the case of an applicant formalizing an educational loan issued by second-tier banks, the applicant is enrolled in the number of EHPE students upon presentation of an appropriate certificate from the bank about the documents being considered.

At the same time, he is provided with a deferral to pay the amount established in the contract for the provision of educational services and payable before the enrollment of a citizen, for the period of issuing an educational loan, but not more than 4 (four) weeks from the date of receipt of a certificate from the bank.

40. Documents in a foreign language are provided with a notarized translation into Kazakh or Russian.

Educational documents issued by foreign educational organizations undergo a nostrification procedure in accordance with the procedure established by the legislation of the Republic of Kazakhstan after enrolling persons within 1 (first) academic period of study.

41. EHPE, regardless of the form of ownership, within 10 (ten) calendar days after the completion of enrollment, submit to the authorized body in the field of education a final report on the enrollment of students in EHPE.
