Priority rights for obtaining a state educational grant

When conducting a competition for educational grants, as well as enrolling students in the state educational order for the training of personnel with higher education, in case of equality of points, they have the pre-emptive right in the subsequent order:

-persons awarded the «Алтын белгі» badge;

-persons awarded the badge of distinction for their patriotism and active citizenship;

-persons with educational documents of educational organizations implementing educational programs of technical and vocational, post-secondary education, who have confirmed their qualifications and have at least one year of work experience in their specialty;

-winners of international Olympiads and competitions of scientific projects (scientific competitions) in general education subjects (awarded with diplomas of the first, second and third degrees), international and republican competitions of performers and sports competitions (awarded with diplomas of the first, second and third degrees) of the last three years, the list of which is determined by the authorized body in the field of education, as well as the winners of the presidential, republican Olympiads and competitions of scientific projects in general education subjects (awarded with diplomas of the first, second and third degrees) of the current academic year, provided that their chosen specialty corresponds to the subject of the Olympiad, competition or sports competition;

-orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among the youth who have lost or remained without parental care until adulthood, disabled people of the first and second groups, persons equated with benefits and guarantees to participants and invalids of the Great Patriotic War, disabled since childhood, disabled children who, according to a medical report is not contraindicated for training in relevant educational institutions, and persons with educational documents (certificates, certificates, diplomas) with honors.

At the same time, in the case of identical scores, educational grants of higher education are awarded to persons with high average scores of a certificate, certificate or diploma.

In the case of identical scores, as well as the same average scores of a certificate, certificate or diploma, the points scored in the relevant subject are taken into account.

In the absence of a pre-emptive right to award an educational grant of higher education, in the case of identical indicators, points are awarded to persons with high average scores of a certificate, certificate or diploma.

In the case of identical scores and in the absence of a pre-emptive right, as well as the same average scores of a certificate, certificate or diploma, the points scored in specialized subjects are taken into account.

The competition is for persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, disabled people of the first and second groups, disabled since childhood, disabled children, orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood, persons equated with benefits and guarantees to participants and invalids of the Great Patriotic War, carried out according to approved quotas of the total volume of the approved state educational order among the specified categories.

The specified admission quotas for persons participating in the competition for an educational grant apply to all declared groups of educational programs.

If there are also groups of educational programs with a creative exam in the areas of training for which a quota is allocated, then when awarding educational grants, the result of testing a participant in the UNT is compared as a percentage of the maximum possible score, rounded to one decimal place.

In the case of identical scores, educational grants are awarded to persons with high average scores of a certificate, certificate or diploma.

In the case of identical average scores of a certificate, certificate or diploma, the points scored in a specialized subject or a creative exam are taken into account.

The competition for groups of educational programs for which a quota is set for citizens from among rural youth is conducted as follows: 70 percent of the grants from the total number of these groups of educational programs are awarded in a general competition, and for the remaining 30 percent of grants, a competition is held only for citizens from among rural youth.
